as Resolution No. 2k3-1373 may already respond to the request of
the Governor. This is the gist conveyed in Res. 2k4-1830.
No. 2k3-1373, “A Resolution Attesting to this LGU’s intent
to Avail of and Fully Support the E-LGU project on ‘Jumpstarting
Electronic Governance in the Local Government Units’ of the
Dept. of Science and Technology” enacted on April 10, 2003
is said to be a complete answer to the requested ordinance.
BM Saniel on the 123rd SP regular session said, “There is
no need for us to pass an ordinance for ISSP as Res. 2k3-173 supports.
Thus, the Govenor has all the authority to implement ISSP.”
