MAJOR ISSUES & CONCERNS

Social Services & Development Sector

Improper disposal of waste and environmental sanitation problem primarily causing the prevalence of communicable diseases
Low coverage of health programs due to inadequate medical facilities, equipment, supply of medicines and health workers specially in District/Municipal hospitals, RHU and Barangay Health Centers
Inadequate school facilities, instructional materials, and teachers (in both elementary and secondary levels)
Inadequate knowledge and skills on disaster preparedness to pre-empt or mitigate the impact of natural and man-made disasters
Mismatch and/or lack of livelihood employment capability and employment opportunities of the populace
Problem on drug abuse due to lack of education on ill-effects of drugs, community participation and weak monitoring and apprehension system
Need to establish economic support for teachers and students in the form of loan assistance.
Passive attitude of municipal and barangay officials relative to nutrition program
Delayed and impaired delivery of health programs due to the negative attitude and cultural habits of the people.

Economic Development Sector

Lack of business investment incentives.
Lack/inadequate business and agricultural support facilities such as Provincial Industrial Centers & Peoples Industrial Enterprise, Airport, FMR, Irrigation Facilities, Fish Ports, Cold Storage and Post Harvest Facilities.
Crop destruction, crop infestation of diseases & pests primarily due to flooding.
Limited access to business, agricultural and livelihood financing due to very stiff credit requirements.
Very high cost of production and very low return-on-investments.
Inadequate accesses to direct marketing assistance to farmers/fishermen, businesspersons and cooperatives leading to oppressive manipulation by intermediaries of local and foreign business transactions.
Insufficient/inadequate entrepreneurial capability and capacity of majority of the local farmers/fisherfolk, businesspersons and cooperatives.
Poor investments in tourism projects leading to inadequate tourism infrastructure and support facilities due to peace & order problem
Very limited support to science & technology development.
Slow acceptance of farmers/fishermen of updated technology packages.

Environment Management Sector

Air and water pollution caused by improper waste disposal and collection system/management of households, industrial firms, commercial establishments, hospitals and vehicles.
Absence of Comprehensive Land Use and Zoning Plans in some municipalities
Depleted marine resources (coral reefs, fish sanctuaries, sea grasses, mangroves, etc.) and prevalence of Red Tide contamination of the bays of Illana, Panguil, Dumanquillas and Sibulon due to siltation, illegal coastal and mangrove activities
Weak/lax enforcement of fishery laws and other environmental regulations relative to the illegal practices of sand & gravel concessionaires and other aggregate materials
Watershed denudation that resulted to degradation of agricultural lands, flooding/siltation in lowland areas/farmlands, destruction of coastal ecosystem

Infrastructure Development Sector

Inadequate and poor condition due to poor maintenance of provincial, barangay roads and farm-to-market roads, temporary bridges, ports and airports
Insufficient water projects and inadequate maintenance of existing systems in the urban and rural communities
Lack of interior road network to interlink the mainland to the coastal areas
Inadequate classrooms [E/S & H.S) and dilapidated school buildings.
Inadequate communication facilities.
Lack of power supply in the interior and coastal barangays.

Development Administration Sector

Slow turn-out of collection from local taxes and sources such as Real Property Tax, amusement tax, and from other fund sources
Inadequate/lack of the following: drainage system, perimeter lights, roofing, and comfort rooms in the provincial capitol building and premises.
Limited involvement/participation of civil society NGOs/POs and other stakeholders in planning.
Newly installed SP and SB members need orientation in local legislation processes, systems, and procedures.
Provincial/Municipal Monitoring and Evaluation Committee not totally functional
