2K1-010 Resolution approving the Memorandum of Agreement entered
into by and between the provincial government of Zamboanga del Sur
and the DA-Philippine Rice Research Institute in the implementation
of Impact Project for the High Yield Rice Production in this Province.
2K1-030 Resolution requesting National Disaster Coordination Council
Chairman, DND Secretary Angelo T. Reyes, thru Her Excellency, President
Gloria Macapagal Arroyo, to release calamity funds to the province
of Zamboanga del Sur.
2K1-032 Resolution making available the amount of PhP5M from 5%
Calamity Fund of the province of Zamboanga del Sur to initially
finance the relief operations of flood victims in the entire Salug
Valley Area.
2K1-032-A Resolution making available the amount of One Million
(PhP1M) Pesos to finance relief assistance and repair of damage
infrastructure caused by flash floods in Tawagan Sur, Pagadian City.
2K1-037 Resolution endorsing the concreting of National Road Junction
Bulawan-Poblacion, Lapuyan, ZDS, involving 8 Kilometers distance
for funding requirements of PhP81.4M from the Local Government Service
Equalization Fund (LGSEF).
2K1-041 Resolution authorizing the grant of an aggregate sum of
PhP74,000.00 to the herein below recipients of funds for the construction
of Day Care Center, or construction of intake box for a water system
and purchase of water pipes of Barangay Cumaron, Midsalip, Zamboanga
del Sur, Financial Assistance to be charged directly to account
No. 1021-200-210 of the Sangguniang Panlalawigan appropriation under
the Office of Hon. Pelagic B. Estopia.
2K1-058 Resolution authorizing Hon. Aurora E. Cerilles to sign a
Memorandum of Agreement with Department of the Interior and Local
Government for the Implementation of Austrian-Assisted President
Bridge Program in Zamboanga del Sur.
2K1-062 Resolution authorizing Hon. Aurora E. Cerilles to sign for
and in behalf of Zamboanga del Sur the Memorandum of Agreement with
ZAMBAS Regional Development Board represented by Chairman Hon. Ma.
Clara L. Lobregat for the implementation of ZAMBAS Integrated Agricultural

2K1-090 Resolution requesting Department of Health Secretary, Honorable
Manuel M. Dayrit to provide the province of Zamboanga del Sur with
two (2) units of Iodizing Machines for use of its two Congressional
Districts.
2K1-099 Resolution earnestly requesting the Oversight Committee
on Devolution through the Department of Interior and Local Government
(DILG) to fund the proposed projects of the Province of Zamboanga
del Sur under the Local Government Service-Equalization fund.
2K1-109 Resolution authorizing the Provincial Planning and Development
Office, to effect realignment of the sum of PhP4,209,799.00 allocation
for the Provincial Government Projects, under the 20% LDF of CY
2001, to wit: Provincial Government Housing Projects PhP1,875,815.00;
Barangay Roads Development Program (BRDP) PhPl,000,000.00; Improvement/Rehabilitation
of Provincial Roads and Bridges-PhP833,984.00; and PCO-BIDC Appropriation-PhP500,000..00;
Instead to be set aside as counterpart funds of this province for
the implementation of Sicpao Bridge in Mahayag, Zamboanga del Sur,
under the Austrian-Assisted Presidential Bridge Program-Phase II.
2K1-110 Resolution authorizing the utilization of the amount of
PhP2 Million from the existing appropriations of Intelligence Funds
to Peace and Order Account.
2K1-129 Resolution requesting the Schools Division Superintendent
of Zamboanga del Sur to submit the status report on the implementation
of the Third Elementary Education Program (TEEP) to the Sangguniang
Panlalawigan
2K1-132 Resolution approving the Memorandum of Agreement to be entered
into by and among the Local Government Units of Zamboanga del Sur
and Pagadian City, the Department of Labor and Employment (DOLE),
Department of Trade and Industry (DTI), Department of Science and
Technology (DOST), and Technical Education and Skills Development
Authority (TESDA) Region IX for the implementation of mushroom production
and fruiting bag processing, and authorizing, Hon. Aurora Enerio
Cerilles, Provincial Governor, to sign the same.
2K1-135 Resolution creating Special Committee on transfer of Provincial
Jail to be composed of the Sangguniang Panlalawigan Members under
Committees on Assets and Management, Finance, Ways and Means, Health,
and Public Safety, Peace and Order.
2K1-136 Resolution authorizing Hon. Aurora Enerio Cerilles, Provincial
Governor, to appropriate the amount of PhP5,155,275.90 out of the
5% 1998 withheld Internal Revenue Allotment (IRA) just released
by the Department of Budget and Management (DBM) for the procurement
of Hospital and medical supplies.
2K1-138 Resolution declaring the municipality of Margosatubig in
Zamboanga del Sur as a calamity area and allocating the amount of
Two (PhP2Million) Pesos from the Provincial Calamity Fund to provide
relief assistance to the fire victims.
2K1-140 Resolution approving the Memorandum of Agreement to be
entered into by and between the Provincial Government of Zamboanga
del Sur and the Bureau of Fisheries and Aquatic Resources (BFAR)
under the Department of Agriculture in the administration of effective
and efficient utilization of equipment and supplies of the Japan
International Cooperation Agency for red tide monitoring program,
and to authorize Hon. Aurora E. Cerilles, Provincial Governor to
sign the same.
2K1-161 Resolution authorizing Dr. Ma. Corazon Silla-Ariosa, MPH,
Chief of Hospital, to revert funds from the Personal Services Outlays
to Maintenance and Other Operating Expenses of the Zamboanga del
Sur Provincial Hospital in the amount of PhP820,000.00 to be made
available to the said Hospital to address the pressing needs for
adequate medical and health care services.
2K2-163 Resolution authorizing Hon. Isidoro Rey B. Real III to
grant an aggregate sum of PhP31,000.00 to recipients charged directly
to his Office Account No. 1918(13)-200-210 AIP Code: 10-1-27.
2K2-164 Resolution authorizing Hon. Isidoro Rey B. Real III to
revert funds out of his Office Appropriations specifically from
Account No. 1021-200-202- and 1021-200-207 to 1021-200-210 in the
amount of PhP15,000.00 to be given as aid to Brgy. Nuboran, Tukuran,
Zamboanga del Sur.
2K1-177 Resolution earnestly requesting Honorable Senator John
H. Osmena, House of Senate, Metro Manila, to please accommodate
various requests for funding allocations from different Local Government
Units in Zamboanga del Sur.
2K1-179 Resolution authorizing Hon. Isidoro Rey B. Real III to
revert funds from MOOE outlays under Account Nos. 1021-200-223 to
1021-200-210 in the amount of PhP17,319.10 and be made available
in his office to augment Medical Provisions for Barangay Health
Services to meet the scarce supplies of health workers in different
barangays
2K1-199 Resolution strongly requesting Gen. Glicerio Sua, Commanding
General of the 1st INF (TABAK) Div., PA, at Camp Maj. Sang-an, Pulacan,
Labangan Zamboanga del Sur, to deploy and put in place a Security
Detachment or Checkpoint within the immediate proximity of where
the series of highway robbery/hold-up incidents occurred in Aurora,
this province.
2K1-207 Resolution granting Hon. Aurora E. Cerilles, Provincial
Governor, an authority to contract and/or negotiate a PHP20M Loan
with Land Bank of the Philippines to finance Infrastructure projects
identified in the revise annual investment plan.
2K1-209 Resolution authorizing Hon. Isidoro Rey B. Real III to grant
Financial Aid of Phpl0,000.00 to Barangay Caridad, Dumingag, Zamboanga
del Sur, chargeable against his Countrywide Development Fund.
2K1-210 Resolution earnestly requesting the Department of Agriculture
through the Provincial Agriculturist Office to provide good seeds
to help economically-strapped farmers in this province.
2K1-211 Resolution requesting the Department of Education to include
in the school curriculum Criminality Awareness Subject.
2K1-218 Resolution granting the Integrated Bar of the Philippines,
Zamboanga del Sur Chapter Financial Assistance of PhP50,000.00 to
help fund its project of providing free legal assistance to indigent
litigants chargeable against current appropriations under the Office
of Hon. Samuel S. Co.
2K1-225 Resolution granting Hon. Pelagio B. Estopia, the authority
to revert certain existing outlays in his office to fund various
priority barangay projects.
2K1-232 Resolution authorizing Hon. Aurora E. Cerilles, Provincial
Governor, to charge to current appropriation of the Provincial Tourism
Office under non-office outlay in the amount of PhP5,000.00 for
payment of materials used at the Provincial Museum.
2K1-234 Resolution requesting Hon. Maria Clara L. Lobregat, chairperson
of ZAMBAS Project Management Board, Zamboanga City, to set a Program
for dredging and clearing of Salug River, Molave and its tributaries
in Mahayag, Zamboanga del Sur in the amount of Ten Million Pesos
(PhP10M) for the purpose
2K1-236 Resolution earnestly requesting the Sangguniang Panlalawigan
Committee on Agriculture and Committee on Rules to conduct an investigation
on the procedure and system adopted by the Office of the Provincial
Agriculturist in the allocation of certified seeds as well as in
the process of Laboratory Analysis in coming up of palay certified
seeds aimed at safeguarding the interest of local seeds producers.
2K1-268 Resolution authorizing Hon. Pelagio B. Estopia, to grant
financial assistance in the amount of PhP31,950.00 to various recipients,
chargeable directly against account No. 1021-200-210 in his Office.
2K1-284 Resolution authorizing Hon. Aurora E. Cerilles Provincial
Governor to negotiate and/or enter into a contract with the Government
of Finland through the Department of Health (DOH), Manila for a
Concessional Loan to finance the construction of 200-Bed Modern
Tertiary Hospital.
2K1-324 Resolution authorizing Hon. Pelagio B. Estopia, to allocate
various amounts of outlays for financial assistance of different
beneficiaries and specific purposes.
2K1-325 Resolution allocating the amount of One Hundred Forty Six
Thousand Pesos (PhP146,000.00) for inclusion in the CY 2002 Annual
Budget of Zamboanga del Sur for its counterpart to the Regional
Development Council.
2K1-348 Resolution upgrading the bed capacity of Zamboanga del Sur
Provincial Hospital from 50 bed capacity to 100 bed capacity.
2K2-357 Resolution authorizing Hon. Aurora E. Cerilles, Provincial
Governor, to contract and/or negotiate an additional PhP35Million
Loan with the Land Bank of the Philippine to fund various infrastructure
projects.
2K2-359 Resolution authorizing the Office of Hon. Pelagio B. Estopia,
to charge directly to livelihood outlays the sum of PhP100,000.00
for Infrastructure Projects to various recipients.
2K2-373 Resolution approving the Memorandum of Agreement to be
entered into by the Baganian Peninsula Planters Multi-purpose Cooperative,
Inc., the Quedan and Rural Credit Guarantee Corporation, San Miguel
Corporation and the Provincial Government of Zamboanga del Sur for
the implementation of Corn and Cassava Plantation.
2K2-374 Resolution approving the Memorandum of Agreement to be
entered into by the Mt. Malindang Planters Multi-purpose Cooperative,
Inc., the Quedan and Rural Credit Guarantee Corporation, San Miguel
Corporation and the Provincial Government of Zamboanga del Sur for
the implementation of Corn and Cassava Plantation.
2K2-376-A Resolution authorizing Hon. Pelagio B. Estopia to avail
of the provisions in SP Resolution No. 2k2-376, dated January 17,
2002.
2K2-387 Resolution approving the Memorandum of Agreement to be
entered into by and between the province of Zamboanga del Sur and
the Western Mindanao State University (WMSU) relative to the implementation
of the local plan of operation of the Fifth Country Programme for
Children (CPC-V) of the UNICEF, and authorizing Hon. Aurora E. Cerilles
to sign the same in behalf of the Provincial Government encompassing
therein all its intents and purposes.
2K2-388 Resolution strongly requesting Honorable Senator Franklin
S. Drilon, House of Senate, Manila, funding assistance for the improvement
and concreting of (NRJ) Diplo-Salagmanok-Sitio Marao-Depase-Poblacion
Bayog provincial road.
2K2-479 Resolution authorizing Hon. Isidoro Rey B. Real III to
grant financial assistance of Fifteen Thousand Pesos (PHP15,000.00)
to Barangay Nuboran, Labangan, Zamboanga del Sur, intended for the
purchase of plastic chairs for the use of said Barangay, chargeable
against outlay for Barangay Peace and Order Maintenance Project
of his office under Account Code 1914-200-890 AIP Code 10-2-6;
2K2-527 Resolution approving the condition of the contents and/or
substance for all intents and purposes of the Memorandum of Agreement
to be entered into by and between the province of Zamboanga del
Sur, the Department of Agrarian Reform (DAR), the League of Municipal
Mayors of Zamboanga del Sur, and other institutions relative to
the establishment, operations and management of Farmers Bayanihan
Center for Rural Development (FBCRD) in the Salug Valley area and
authorizing the Honorable Provincial Governor Aurora Enerio Cerilles
to sign on behalf of the province the aforesaid Memorandum of Agreement.
2K2-551 Resolution authorizing Hon. Isidoro Rey B. Real III to
charge the aggregate sum of PhP20,000.00 to the herein-specified
outlays intended for financial assistance to various recipients.

AIP Code: 10-1-20 Financial Assistance to various infrastructure
in the amount of P50,000.00 for the construction of Water System
in Barangay Sagua, Margosatubig, Zamboanga del Sur.
2K2-704 RESOLUTION authorizing Hon. SULTAN ABDUL B. MARCABAN to
grant Financial Assistance of P100,000.00 to Zamboanga del Sur Islamic
Association for Development Foundation, Inc., Pagadian City intended
for the retrieval of various Muslim Indigenous Cultural Antiquities
and Properties within this province, funding of which shall be taken
directly from livelihood support fund of his office under Account
No. 8919-890/80-1-19.
2K2-706 RESOLUTION requesting Hon. AURORA ENERIO CERILLES, Provincial
Governor, to extend Financial Asssistance in favor of the integrated
Bar of the Philippines (IBP) Zamboanga del Sur, Pagadian City chapter,
to finance its flagship project in the amount of P100,000.00
2K2-707 RESOLUTION authorizing Hon. ISIDORO REY B. REAL III to
grant Financial Aid of P2,000.00 to Purok Rosas, San Pedro District,
Pagadian City to purchase one(1) unit Jetmatic Pump, funding of
which shall be taken directly from the outlay for community assistance

2K2-708 RESOLUTION authorizing Hon. ISIDORO REY B. REAL III to

for Development (ZIAD) of which shall be taken directly from the
outlay for Educational Assistance Program of his office under Account

2K2-726 RESOLUTION authorizing Hon. ABDUL B. MARCABAN, Provincial
Board Member, to charge against Account No. 19 18-890, AIP Code
10-1-16, the sum of P25,000.00 as Financial Assistance in favor
of Liga ng mga Barangay Pagadian City Chapter for the Procurement
and Installation of one(1) unit repeater system.
2k2-745 Authorizing Hon. SULTAN ABDUL B. MARCABAN to extend Financial
Assistance in the amount of P400,000.00 to the Liga ng mga Barangay,
Pagadian City Chapter for the completion of the Liga City Convention
Center and improvement of its equipment facilities out of any available
outlays in his office.
2k2-749 Authorizing Hon. ISIDRO REY B. REAL III, Provincial Board
Member, to charge against Community Assistance Project outlay in
his office the sum of P50,000.00 as Financial Assistance extended
to the different barangays/Municipalities within Political Jurisdiction
of 1st District of Zamboanga del Sur.
2k2-750 Authorizing Hon. ISIDORO REY REAL III, Provincial Board
Member, to charge against Community Assistance project outlay in
his office the sum of P26,600.00 as Financial Assistance extended
to the different barangay’s/Municipalities within the Political
Jurisdiction of 1st District of Zamboanga del Sur.
2k2-771 Authorizing Governor AURORA E. CERILLES to apply, negotiate
and participate in the Local Government Finance and Development
(LOGOFIND) project, and to borrow funds from the Municipal development
fund office (MDFO) under the Department of Finance (DOF), and other
necessary acts for the effective and efficient implementation of
the subproject.
2k2-771 Setting aside P20,000,000.00 from the proceeds of the Logofind
Loan Package, and authorizing the Provincial Government to use said
amount for strengthening Infrastructure projects in the first district
of Zamboanga del Sur.
2k2-772 Authorizing the final payment of Salug Daku Bridge Rehabilitation
project in the amount of Php 763,215.76 out of the savings of the
Provincial Engineer’s Office without touching the general fund
budget of the province.
2k2-785 Appropriating the total sum of P1,177.440.00 out of the
balances from personal services account in the Provincial Vice Governor’s
Office to fund various projects.
