ACCOMPLISHMENTS BY FUNCTIONS/SERVICES
4.1.11 Agriculture Development
(Office of the Provincial Agriculturist)
The office carries out the second priority in the seven (7) point
agenda of the present administration which is the Poverty Alleviation
Program. This program is directly benefiting the farmers, fisherfolk
and youths.
a. National Program
Ginintuang Masaganang Ani (GMA) Rice
This involves the provision of certified seeds for 50:50 scheme
to farmers. As of December 2002, a total of 6,695 bags of certified
seeds distributed to farmer cooperators.
Ginintuang Masaganang Ani (GMA) Corn
The province has eight (8) municipalities corn farm clusters covering
an area of 3,600 hectares.
The office conducted 11 Farmers Field School (FFS), Seed Grower
Seminar at Agricultural Training Institute (ATI) in Ipil and Corn
Entrepreneurship Seminar in Pagadian City. The two (2) seminars
benefited 44 farmers as participants.
The program distributed a total of 206 bags of registered seeds
and 138 bags of certified corn seeds to 738 farmers. A credit guarantee
was availed by 101 farmer-beneficiaries to support their production
needs, through Quedancor on their GMA- CARES HCPP under the Self-Reliant
Team Scheme.
GMA High Value Commercial Crop Program (HVCCP)
Technician under this program were required to established a scion
grove and a techno-demo farms that showcase technology of High Value
Crops Production. A total of 11 municipalities received planting
materials for the establishment of a scion groves from the DA after
a Memorandum of Agreement has signed. Skills training for Fruit
and Vegetable Dehydration and Processing, Indexing Propagation of
Mother Fruit Trees, Cacao Plantation, Banana and other High Value
Crops Production.
b. 20% Economic Development Fund
Integrated Crops Development Assistance
" Rice and Corn Production
The Province provides counterpart funds for the National Program
on Rice and Corn. There are eight (8) municipalities programmed
and distributed 200 kilograms of registered corn seeds.
" Maintenance of Provincial Nurseries
The project produced and collected 30 kilos of forest trees' seeds
and 20 kilos of assorted fruit trees' seeds. In seedling production,
the nurseries produced 3,000 pieces of forest trees seedling. A
total of 20 kilos of assorted fruit trees seeds and 30 kilos of
forest trees seeds. There were 130 farmers beneficiaries received
the dispersed seedlings.
" Banana Production Project
A total sales of P1,915 generated from the project. Rehabilitation
of ¼ hectare of the existing plantation was replanted with
200 suckers of cardava and 15 suckers of lakatan. A complete repair
of fence around the expansion area of two (2) hectares to be planted
with cardava and one (1) hectare for lakatan
" Vegetables and Cutflower Production Project
A total of 5,550 grams of assorted vegetables with a total amount
of P14,415 and poly pack for repacking amounted to P3,400 were procured.
For cutflower production, planting containers were procured in preparation
for the establishment of orchidium shedhouse targeted for CY 2003.
On vegetable seeds dispersal, the Provincial Office was able to
facilitate the distribution of assorted vegetable seeds to the 26
Municipal Agriculturist representing their respective constitute
from DA-RFU-9.
" Soil Analysis
Conducted soil analysis test submitted by 15 farmers. Soil samples
tested were purposely for vegetable and fruit production.
" Training and Seminars
The Office conducted the following training and seminars:
- Fruit and Vegetable Dehydration Seminar
- GMA orientation seminar HVCC (Tomato Production)
- Plant propagation and nursery development
- Orientation seminars on corn production to seven (7) cluster municipalities
- Orientation seminar on hybrid corn production
Attendance to the following Training and Seminars
- Exposure visit to ICRAF research site
- Indexing and Propagation of promising mother fruit trees
- Fruit and vegetable dehydration
- IFAD 3rd Supervision Mission
- Natural Farming System
- Cutflower Production

Crop Protection (Kasakalikasan) Support Project
The Province allocated P70,000 as counterpart funds to four (4)
Farmers Field School (FFS) for rice and corn. There were 32 FFS
conducted with counterpart also from the municipalities.
Rural Based Organization
" Rural Improvement Club (RIC) conducted quarterly meeting
to improve participation of rural women in home and community projects.
" 4-H Club conducted organization and re-organization of 4-H
Club and Provincial Farm Family Forum
" Farmers Association (FA). There are 54 associations with
1,080 members being organized and re-organized.
" Field Tours Conducted several field tours were conducted
within and outside the Province for FA, RIC, 4-H, Municipal Agriculturist
and GAWAD SAKA nominees.
Operationalization of the Provincial Agricultural Council
Endorsed two (2) project proposals to NAFC and ZAMPEN. Conducted
simultaneously briefing and orientation on AFC updates and strategic
plans to LGU officials and MAFC Chairmen.
Agri - Infra Assistance Project
All agri - infra projects implemented by the Province are funded
by National Government Agencies (NGA's). The province complements
in terms of manpower for site identification, conduct of survey
and validation, supervision and monitoring of the projects.
This year the project implemented 38 units of shallow tubewells
and 22 units of lowlift pumps. Also supervised the construction
of five (5) small water impounding projects (Diversion Dams) and
facilitated the installation and operation of five (5) re-circulating
mechanical dryers provincewide.
Cassava Production and High Value Crops Development Projects
This is the priority project of the province which expected to
provide additional income to farmers. The project conducted the
1st Cassava Food Festival last Anniversary of the province in coordination
with San Miguel Corporation. The program assisted 12,050 farmers
with 1,205 hectares planted. Soybean was also promoted for intercropping.
Integrated Fisheries Development Program
" There were 27 Integrated Fisheries Livelihood Seminars conducted
with 1,125 participants.
" A total of 112,074 fry/fingerlings were dispersed to 187
fish farmer-cooperators. The total pond area covered 33,075 square
meters to 13 municipalities and one (1) City.
" Fish seeding of tilapia fry were also conducted in the commercial
waters of the province such a Lintugop River, Aurora Begong Dam,
Tigbao and Ramon Magsaysay SWIP Project. A total of 15,000 tilapia
fry were seeded of these bodies of water.
" On the fishery law enforcement side, massive information
dissemination of Republic Act 8550 otherwise known as the Philippine
Fisheries Code of 1998 has been conducted to all coastal areas.
" Coastal based livelihood projects such as fish cages were
implemented in the municipalities of Labangan, Tukuran, Dumalinao,
San Pablo, Pitogo, V. Sagun, Tabina and Margosatubig conducted skills-training
on Fish Processing Techniques and Cooking Demonstration. Also assisted
and supervised the seaweed production and drying techniques.
" Fish sanctuaries were established in Illana, Dumanguillas,
Maligay and Panguil Bays.
" Red Tide monitoring and surveillance has been regularly
conducted within the 14 coastal municipalities in the province.
" The office assisted the Municipal Agriculturist in the organization
of the Fisheries and Aquatic Resources Management Councils (FARMCs)
in the coastal municipalities and coastal barangays.
Agri - Aqua Research Laboratory Development Assistance Project
Established a Brackish Water Research Station in Rebokon, Dumalinao
inside their sub-leased six (6) hectare fishpond. The fishpond was
stocked with milkfish fry which served as demonstration and training
ground for fisheries students of Josefina H. Cerilles State College
at Mati, San Miguel.
Organic farming projects which is the production of Lichoderma
Harzianum known as compost fungal Actuator (CFA) also established.
It produced more than 300 bottles CFA and trained more than 50 farmers,
students and teachers.
