Special Bodies
The Province, under the 1991 Local Government Code,
organized and maintained the Provincial Development Council (PDC),
the Provincial Pre-qualification, Bids and Awards Committees (PBAC),
the Provincial Health Board (PHB), the Provincial School Board (PSB),
and, the Provincial Peace and Order Council (PPOC). (Table 8-1)
Provincial Development Council (PDC)
The PDC is the mechanism used in coordinating the
efforts of the national and local government offices, as well as
the non-government organizations, in order to accelerate the economic
and social development of the Province.
The PDC has a total membership of 49 and is being headed by the
Provincial Governor as its Chairman. All the Municipal Mayors and
selected non-government organizations are members of this council.
Provincial Health Board (PHB)
The PHB headed by the Governor, with the assistance
of the Provincial Health Officer, regularly discusses matters related
to the health delivery services of the Province.
Provincial School Board (PSB)
The Governor of the (PSB) as the Chairman of the
Local School Board, with the assistance of the Division Superintendent,
regularly meets to discuss matters related to education and other
school related developments. It also serves as the advisory body
to the Sangguniang Panlalawigan on education matters.
Provincial Peace and Order Council (PPOC)
The PPOC is chaired by the Provincial Governor
with the Provincial Local Government Operations Officer (PLGOO)
as co-chairman. The council discusses the peace and order situation
and public safety throughout the Province.
